Intro
It was created shortly after the famous split of March-May-1914. It was created by the newly elected 2nd Khalifa. He delivered an address on 12 April 1914 that goes by the title Mansab-e-Khilafat in which he highlighted the works of the Khalifa. This was a crucial time, Muhammad Ali hadn’t moved out of Qadian yet, he moved out a week later on 20 April 1914.
The 2nd Khalifa named Mirza Bashir Ahmad, Maulvi Syed Muhammad Ahsan, Nawab Muhammad Ali Khan, Sayyid Hamid Shah, Maulvi Sher Ali, Assistant Surgeon Dr. Mir Muhammad Ismail, Dr. Khalifa Rasheeddudin and Seith Abdur Rehman Madrasi as its members. And thus, the Sadr-Anjuman-Qadian was temporarily shut down. In 1915, it printed a very short english translation of the Quran (Chapter 1 and 2 only), allegedly penned by the 2nd Khalifa, who barely knew english.

The second Khalifa delivered an address on 12 April 1914 that goes by the title Mansab-e-Khilafat in which he highlighted the works of the Khalifa.
The first obligation of the Khalifa which he mentioned was the promulgation and spread of Islam. The foundation of Anjuman Tarraqi-e-Islam was laid in this address. The sole purpose of this appeal was to lay the foundation of sacrifice in the hearts of members of the Jamaat and to create a platform that could be used to carry the true message of Islam to the corners of the Earth.
Being grateful to the bounties of Allah the Almighty and addressing members of the Jamaat, Mirza Bashiruddin Mahmud Ahmad stated
“How can I return the favours of my Lord? How can I count His favours when my mouth and tongue are incapable of it? In trying to return His favours, every atom of my body would end up overwhelmed by His ocean of beneficence and would not be able to do so.
“The ship of the Jamaat passes through a restless ocean, and yet its wheel is in the hand of an inexperienced, unskilled and weak sailor. In spite of this, how is the ship to sail clear? This is purely the work of God.
“The first Khalifa had eminence and his works can be accredited to him, but what power do I possess that someone could even think that I had a role in eliminating this fitna [discord]? This display of power was free from any trace of Shirk [attributing partners to Allah]. Thus, the Beloved of prophets and saints revealed Himself to the world so as to let people know in these days of Shirk that He can have such tasks achieved from clumps of mud or pieces of wood which cannot even be carried out by worldly monarchs…
“Beggars never return empty-handed from the doorsteps of kings, so I beg of You, O Lord, to fulfil my request. As You have assembled and united the greater part of the Jamaat, I beg of You to bring together the remaining few as well. My Beloved Lord, You know that neither do I have any desire for greatness, nor do I long to rule, but my heart yearns to unify the Jamaat and feels dejected in disunity. So, O God, shower Your blessings and heal my wounded heart. Whatever You bestowed upon me surpassed my expectations. Yet still, my Master, keep me from any excess in this matter. The fire of my expectation is yet to be extinguished and my heart yearns that somehow the whole Jamaat is united to glorify Your name across the globe.
“O Omnipotent King of kings! It is not at all difficult for You. Save the name of ‘Ahmad’ from division. Beloved, this Jamaat is Your dear Jamaat. Who desires to see their loved ones being divided?…
“Thus, Allah the Almighty has inspired my heart to fulfil this task and to make special efforts for the promulgation of Islam Ahmadiyyat. For the time being, I have estimated that the annual expenses to fulfil this task will be 12,000 rupees…
“I have announced this matter after many prayers. I am hopeful from Allah the Almighty that He will surely fulfil my prayers, moreover He shall provide for the promulgation of Islam Himself and bestow His special bounty upon all those who help me in this matter.
“Friends! Even though an amount of 12,000 rupees annually appears a huge sum, but before the Lord, Who assigned to me this task, this sum is nothing. He Has the biggest treasury. He will stimulate your hearts and shall arrange for this purpose Himself…”

1915
The ROR Of April-1915 tells the world that the Quran is being translating into urdu and english, this is a project of the Anjuman Tarraqi Islam at Qadian.
The ROR Of May-1915 tells the world that to join Ahmadiyya, you only have to send a bait form to the secretary of the Anjuman Tarraqi Islam at Qadian to join. It also explains how the Sadr Anjuman Qadian is working with the Anjuman Tarraqi Islam at Qadian. The activities and responsibilities of the Anjuman Tarraqi Islam are given in full detail.
The ROR of June-1915 tells the world that to join Ahmadiyya, you only have to send a bait form to the secretary of the Anjuman Tarraqi Islam at Qadian to join.
The ROR of Dec-1915 reports that a prefix has written for Part-1 of an english commentary of the Quran and its ready to be published, however, the remaining parts will take lots of time to publish (they were never published).

1916
The ROR of January-1916 alleges that it was Sayyal who told (roughly late 1914 and early 1915) the Anjuman Tarraqi Islam at Qadian that there was a huge need for an english translation of the Quran, this set into motion a series of events wherein Part-1 of an english commentary of the Quran was published. Anyone who wants to get a copy of Part-1 of an english commentary of the Quran should send a letter to Secretary of the Anjuman Tarraqi Islam, Punjab, Qadian, India or to Qazi Abdullah at 257 Richmond Road, Twickenham, UK.
The ROR of February-1916 has a long write up on the 2 year anniversary of the Anjuman Tarraqi Islam. They also announced expenditures at 2646-14-0 rupees. They also announced that there were 15 Qadiani-Ahmadi missionaries working in the world, 12 in India, 2 in England and 1 in Mauritius. It also reports that in 1916, 6 books were published by this Anjuman (1 in english and 5 in Urdu), and Part-1 of an english commentary of the Quran. It also reports how the Ahmadiyya highscool in Qadian and Madrassa has prepared 2 students to be missionaries in just 2 years.

1917
The ROR of April-May-1917 has an advertisement in it wherein it is stated that books by Seth Allah Din could be had via the Anjuman Tarraqi Islam. On the last page, it gives a list of books which could be ordered.
The ROR of June-1917 has an advertisement in it wherein it is stated that books by Seth Allah Din could be had via the Anjuman Tarraqi Islam. On the last page, it gives a list of books which could be ordered.
The ROR of July-1917 has an advertisement in it wherein it is stated that books by Seth Allah Din could be had via the Anjuman Tarraqi Islam.
The ROR of Aug-1917 has an advertisement in it wherein it is stated that books by Seth Allah Din could be had via the Anjuman Tarraqi Islam.
The ROR of Oct-Nov-1917 has an advertisement in it wherein it is stated that books by Seth Allah Din could be had via the Anjuman Tarraqi Islam. The exact same advertisement was ran in the Dec-1917 edition of the ROR.

1918
The secretary of the Anjuman Taraqi-e-Islam verbally attacks the Lahori-Ahmadi’s and most specifically, Dr. Mirza Yakub Beg.
The Feb-1918 edition of the ROR reports that Mufti Muhammad Sadiq helped in preparing this english translation, of 30 parts (only 1 part had been published by then)(this was published in a newspaper in Ventnor).
The ROR of May-1918 reports that Dr. Mirza Yaqub Beg (who was working as the secretary of the Lahori-Anjuman) presented themselves as the representatives of the Ahmadi’s in British-India to the Vicerory and Secretary of State in Delhi. This made the Qadiani’s very mad. Similar statements were made in the Civil and Military Gazette. The ROR of May-1918 writes in opposition to the Lahori-Ahmadi’s and even claim that Muhammad Ali wrote things in his famous 1917 english commentary which are unislamic, this was in terms of the biological fatherhood of Joseph (astagfarullah). This article was written by the secretary of the Anjuman Tarraqi Islam which was operating out of Qadian and was forerunner of Tehrik-i-jadid.
The ROR of May-1918 also tells us that Anjuman Tarraqi Islam had published an english translation of the Quran (called Part-1, which is basically the first chapter and a few verses from the second chapter).

The ROR of May-1932 has a questionnaire that the Khalifa wanted common Ahmadi’s to fill out and send to the secretary of the Anjuman Tarraqi Islam.
