A Jamaat official expressed his concerns to Mirza Masroor Ahmad over Ahmadi girls being permitted to marry non-Ahmadi or non-Muslim men and sought guidance on the issue. 

In a letter dated 29 February 2020, Mirza Masroor Ahmad gave the following guidance on this issue:

“Some of the commandments of Islam are of an administrative nature regarding which God Almighty has not given any authority to the general Muslims to change them but has given the authority to the Prophet and his successors to modify them and to make a judgement according to the circumstances. 

“In my view, the issue of marriage of Muslim men and women with non-Muslims is one of such administrative matters. Therefore, whether an Ahmadi man or a woman is allowed to marry a non-Ahmadi or a non-Muslim is a matter for the discretion of the caliph of the time [Khalifa-e-Waqt]. Nobody else has this authority. The Khalifa-e-Waqt decides in each case according to the circumstances. Therefore, whenever I am contacted for permission, your job is only to send me a report with your opinion. Your job does not extend beyond that.”

In 1891, MGA and his team of writers translated “zaneem” as “the one who is a fornicator and bastard” and alleged that it was specifically about Walid Mughira (See Izala Auham RK-3, pp. 28-30 footnote), this was from the Quran 68:13 (68:14 in the Kadiani Koran), the context was harsh language by MGA which led Hindus to write blasphemies about Muhammad (Saw)(via the Lekh Ram prophecy).

About 60+ years later, “Tafseer-e-Sagheer” was published and under Chapter 68:13 (68:14) the 2nd Khalifa and his team of writers wrote in the footnote for the word zaneem: a person that is from a certain qawm and changes his ethnicity or lies about it… he likens him to the servant of Allah that joins satan.

The 2018 official english commentary by Malik Ghulam Farid has similar comments.

Ahmadi’s are quoting their 2nd Khalifa in terms of Shia’s and self flagellation via Taazia. Ahmadi’s are claiming that their Khalifa was soooo tolerant that he wanted the Shia’s to be allowed to self flagellate in public (which is banned in the USA, UK, Canada and Germany).
