Intro
Farhan Khokhar is a high ranking Qadiani-Ahmadi in Canada, in 2024, Farhan Khokhar is working as the Na’ib Amīr (Vice President), Ahmadiyya Jamā‘at Canada and for a long time, since at least 2015. He has been very active working in Ahmadiyya for the past 20+ years.
He gave a speech at the 2024 Jalsa Salana in Canada on “Navigating Life as an Ahmadi in Canada”. A few weeks later, the Bradford City of Council meeting (on 10-1-24) had a meeting wherein voting was conducted on the Ahmadiyya Movement and their planned 2025 Jalsa Salana in Bradford, Canada. The Jalsa was denied by a vote of 5-4. The Ahmadiyya Movement will not be allowed to hold their Jalsa-Canada in Bradford because the City of Bradford can’t handle the load/traffic and etc. Members of the Ahmadiyya Community essentially called council members as racist and bigoted and this was the reason for the refusal. A few residents were upset about comments by Farhan Khokhar (Na’ib Amīr)(Vice President) wherein he said:
“We have placed Bradford on the map” (See 1:38:58 time stamp)!! This was done in a braggadocio way. This was done in a braggadocio way and some local residents who spoke up about it at the subsequent City Council Meeting on 10-2-2024.

Dear Respected Angela Merkel,
We write as an informal group of organizations and individuals who are scholars, religious leaders and human rights advocates. We are from many faiths or acting in a secular capacity, representing a high degree of diversity. While there may be very little we agree on theologically, or politically, we all agree on the importance of freedom of religion or belief for all faiths and none.
With this letter, we respectfully urge you to stop all deportations of the Ahmadis from Germany.
Recently in September 2021, a report was issued by the UK Home Office titled “Country Policy and Information Note Pakistan: Ahmadis” where it was clearly stated:
“The background to the risk faced by Ahmadis is legislation that restricts the way in which they are able openly to practise their faith. The legislation not only prohibits preaching and other forms of proselytising but also in practice restricts other elements of manifesting one’s religious beliefs, such as holding open discourse about religion with non-Ahmadis, although not amounting to proselytising. The prohibitions include openly referring to one’s place of worship as a mosque and to one’s religious leader as an Imam. In addition, Ahmadis are not permitted to refer to the call to prayer as azan nor to call themselves Muslims or refer to their faith as Islam. Sanctions include a fine and imprisonment and if blasphemy is found, there is a risk of the death penalty which to date has not been carried out although there is a risk of lengthy incarceration if the penalty is imposed’ (Page 11). “
In addition, recently the three Special Rapporteurs of the UN (Ahmad Shaheed Special
Rapporteur on Freedom of Religion or Belief; Irene Khan, Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression; Fernand de Varennes, Special Rapporteur on Minority Issues) issued a joint statement highlighting the perilous situation for Ahmadis in Pakistan:
In addition, a Joint Motion for a Resolution that was adopted on 28 April 2021 by the European Parliament (2021/2647(RSP) recognised Pakistan as a dangerous country for Ahmadis where they face persecution and their lives are at risk. Please find enclosed the full resolution.
AHMADIS FACING DEPORTATION IN GERMANY:
This month two innocent Ahmadis were deported:
Name: Waqar Ahmad Tallah
Date of Birth: 17.10.1989
Status: In Germany since September 2018.
Name: Hafeez Ahmad
Date of Birth: 12.05.1959
Status: In Germany again since June 2012.
Cases are being rejected continually. Around 350/400 Ahmadis are facing threat of deportation. On average, two Ahmadis are on deportation flights to Pakistan from Germany every month.
Courts in eastern areas of Germany reject 100% of cases. Most of them have no right to appeal and are asked to leave the country as soon as possible.
People are homeless, without jobs, they spend nights on the streets because of fear of deportation. Social help and medical facilities have been withdrawn in order to pressurize them further. There are many such cases in East Germany.
German authorities are deporting innocent asylum-seekers belonging to the Ahmadiyya faith in breach of all national and international laws and conventions. The eligibility guidelines of the UNHCR explicitly state that:
“In light of the foregoing, UNHCR considers that members of the Ahmadi community, including those targeted by militant groups or charged with criminal offences under the blasphemy or anti-Ahmadi provisions, are likely to be in need of international refugee protection on account of religion, ethnicity, (imputed) political opinion, and/or other relevant grounds, depending on the individual circumstances of the case.”
Despite clear and unequivocal guidelines by the UNHCR, the deportation and denial of asylum cases by German courts and immigration authorities are placing the lives of Ahmadis at risk.
The Ahmadis in Pakistan are continuously facing brutal and unjust criminal charges, due to their faith. Additionally, the official latest Report of the Dutch Government, United Kingdom
Home Office of 2021 and Austrian Red Cross (ACCORD) testify that:
“Unlike the position of Ahmadis, Christians in general are permitted to practise their faith,
can attend church, participate in religious activities and have their own schools and
hospitals”. This shows the brutal and horrific treatment of Ahmadis in Pakistan. Please find enclosed copies of all reports.
Germany has always been at the forefront of protecting minorities and is the signatory of multiple international conventions. As the European Parliamentarian recognized, Ahmadis in
Pakistan are religiously, socially, and economically discriminated against and all their rights particularly the right to profess and practice their faith have been taken away.
We appeal to the German Authorities and those concerned parties to acknowledge the fact that the Blasphemy laws are a real and existential threat to the fundamental human rights of minorities including Ahmadis as noted by the Resolution passed on 28 April 2021 by the European Parliament (2021/2647(RSP).
REQUEST: We urge the German Government to stop the deportation of all other Ahmadis to Pakistan, who can potentially face life imprisonment or the death penalty under blasphemy law for practicing their belief. These members of the Ahmadiyya Muslim Community are currently seeking protection in Germany.

Refugee Sponsorship and Settlement Desk (RSSD) Canada, in collaboration with Religious Refugee Services (RRS) Canada, hosted a conference on 27 and 28 May 2023, reported the Chairman of RSSD Canada Abdul Haleem Tayyab. Naib Amir Jamaat-e-Ahmadiyya Canada, Farhan Khokhar, gave an overview of the day and moderated the conference.

Council members asked him questions. Deputy Mayor Raj Sandhu who is totally on the Qadiani side asked Khokar for a list of businesses that AMJ bought money from. According to reports from AMJ, the organization had spent more than $1 million locally on the conference including roughly: $143,000 at Home Depot, $140,000 at Battlefield Rental, $115,000 at The Sarjeant Co., $100,000 at Gwillimdale Farms, $28,000 at Petro Canada, $18,000 at Tim Hortons, plus more at Osmows, Walmart, Dollarama, Canadian Tire, Bradford Rental and more.
Mayor James Leduc, who is also in full support of the Qadiani’s also spoke. Leduc mentioned 4 complaints, 1–signage, 2-Traffic, he also mentioned that there was medical staff on site, however, these aren’t insured workers and if they make a mistake, it would be a huge lawsuit. Accidents were not related to the Jalsa? He said it’s open to everyone, however, a person must register on a website before attending, in other words, Muslims like me won’t be invited.
Councillor, Ward 7, Peter Dykie also spoke and brought the issue of cell phone issues during the Jalsa and how reception was almost zero for local residents. Farhan Khokhar (Na’ib Amīr)(Vice President) then admitted that the Ahmadiyya Movement installed a cellular tower (which is illegal), this caused Dykie to tell him that the system that was put in place might have caused the issue.
Coun. Cheraldean Duhaney from Ward 1 is in full support of the Qadiani’s. She even said, “we can disagree to agree”, and she kept saying it was well organized.
Coun. Peter Ferragine from Ward 5 also spoke, he attended the Jalsa himself. He received multiple phone calls about traffic complaints, he also mentioned the accidents, and how people could not get home. He can’t support the Jalsa-2025 and he thought this was only for one year, not an annual event. It was too much, this convention should be held at a convention center. He also mentioned the cell phone issue, noise levels, he also mentioned that the land was supposed to be converted back to farm land by July-2024. That was not done at all. Peter Ferragine also mentioned how the Ahmadiyya Movement admitted to buying concrete, Ferragine asked was this the crushed concrete aggregate that he saw which was used to build a driveway in the back of the Jalsa site? This is illegal. He also explained how other events in Bradford like the carrot fest were open to the public and held in the downtown area and open for all to attend. Ferragine also mentioned how Jalsa-2025 in Canada is already advertised to Ahmadi’s as being held in Bradford, this was disrespectful and rude and done in an egregious manner, since the permits were not in hand. In fact, in Sep-2024, it was the first time that this event had been put forward for approval, why was the Ahmadiyya Movement advertising it already?
Councillor Nickolas Harper from Ward 6 also spoke, he also attended the Jalsa-2024 in Bradford. He was impressed by the organizational aspect of it. He said that he didn’t expect the event to come back in 2025, he said that Ahmadi’s were boasting about all the land that they own in Canada, he said that since this was a National Event, it should be held in different areas. Let the land refresh, put us on the map? Why not be national?
Councillor Ben Verkaik, from Ward 3 also is against the Jalsa and cited the same reasons as Ferragine. He mentioned how this land has been used in the past to grow carrots, soy beans, potatoes and hay. If this event happens every year, this would kill the farm land.
Councillor Joseph Giordano from Ward-4 also spoke. He can’t support the Jalsa-2025, his parents had a medical emergency and he couldn’t get to their house. He was delayed by 6 hours. He also mentioned how the Carrot fest is a public event, and thus accomadations have been made, however, this Ahmadiyya Jalsa is a private event. This is a farm, however, he saw concrete aggregate, there were excavators on site, all of this was illegal. He thought it would be like Woodstock. However, it’s clear the Ahmadiyya Movement lied about their intentions here. He also said that he saw network cables all over the property. He feels duped! He said that the Ahmadiyya Movement did all of this on purpose, they knew it was illegal, but they did it anyways. He also has not seen a post-event report from any agencies. Has the land been returned to it’s original state? There was no investment in the town, most items were bought from corporations like Home Depot and Wal Mart. Lots of small businesses were hurting that weekend and most residents got the hell out of town that weekend.
Deputy Mayor Raj Sandhu spoke again, and in full support of the Qadiani’s. He admitted that some Ahmadi’s are using an adjacent property to advertise their businesses and the signs are too much.
Councillor, Ward 7, Peter Dykie spoke again and re-iterated that this event was only supposed to be for one year and thus, he won’t be voting for it again. Deputy Mayor Raj Sandhu then said that he is glad that this is a recorded vote, he wants the community to know that 1 million was pushed away, all money ain’t good money! Coun. Peter Ferragine from Ward 5 called that comment uncalled for.
