On 10-2-2024, the Bradford City Council met and it seems that the Ahmadiyya Movement had requested that another vote take place on their permit for Jalsa-2025 at their Hadiqa Ahmad property. Members of the Ahmadiyya Movement showed up in full force and tried to swing the vote, however, once again, the application for Jalsa-2025 was denied. Again, the Jalsa was denied by a vote of 5-4, just like the first time on 9-17-2024. The Ahmadiyya Movement will not be allowed to hold their Jalsa-Canada in Bradford because the City of Bradford can’t handle the load/traffic and etc.
Interestingly, the Mayor James Leduc was caught lying many times.
In the below, I have taken extraneous notes for all to use. There were public comments by residents and Ahmadi’s.

Steve has lived in Bradford about 15 months with his wife and small child. He was on his way back into Bradford on Sunday and encountered all of the traffic. He wasn’t there for the Jalsa, only on Sunday when it was ending. He took issue with the comments by Safwan Choudhry (Director of Media relations, Ahmadiyya Firqa Canada) in a CTV interview, where he had boastfully said that the Jalsa Salana Canada in Bradford would be “on our own terms”. which implied that the laws of Bradford were irrelevant. He also complained how some Ahmadi named Bilal said that they would have the Palestinian flag raised and etc. He also complained about a mailbox that had written on it, “40,000 Muslims have been killed”.

Paul Heck agreed with the council’s previous decision and reiterated that this had nothing to do with race and inclusion. The infrastructure just isn’t there.

She said traffic was really bad. She lives 3 houses from the event. She said large events like this should be held at Convention Centers. She also said that this Ahmadiyya event contradicts local laws on preserving farm land. It is not good for the environment.

She is a Qadiani. She lives about 10 minutes away. She blamed all of the traffic on the accident on the 400 hwy. She said that she would have her colleague correct himself on his statement about holding this Jalsa “on our own terms”. She was disappointed by the council’s decision. She said that the event used to be held in Mississauga, and she doesn’t want to go there anymore.

Robert Tousey
He said that Mayor James Leduc should be forced to apologize for suggesting that the decision to deny the Ahmadiyya permit was driven by racism and xenophobia. He is a school teacher in Bradford. He is upset that this denial has turned into a racial situation. He complained about Farhan Khokhar’s (Na’ib Amīr)(Vice President) statement “We have placed Bradford on the map” (See 1:38:58 time stamp)!! Robert was super offended by this, he retorted, Bradford was already on the map.

She agreed with Robert. She also wants Mayor James Leduc to publicly apologize for alleging that this decision has to do with racism. She called the traffic a nightmare. She accused the Mayor of lying and calling it a 4-minute drive, it was well over an hour. She also mentioned that the cell service was affected and local residents didn’t have cell phone usage. She mentioned how the Ahmadiyya Jalsa was described as a one-time event, not annual. She also explained how on some Ahmadiyya website, the location at Haqida Ahmad was named “Convention Center” and how the 2025 Jalsa Salana Canada will be held there and how this was announced before permits were obtained. She said, “we feel like we have been deceived and lied to”. Mara is an Italian immigrant and greatly offended by the comment’s by the lawyer insinuating that the denial was based on xenophobia. She was also offended by Farhan Khokhar’s (Na’ib Amīr)(Vice President) statement “We have placed Bradford on the map” (See 1:38:58 time stamp)!! She said when driving past the location, she says that the farm land seems to have been altered to the point of non-return. She mentions underground cabling. She mentions new roads, how will the land be farmed again? She also mentions how the AMJ has already taken a portion of the farm land for their upcoming cemetary. She also mentioned how Ahmadi’s go door to door doing tabligh and this is harrassment and not accepted in Bradford and is even viewed as intimidation. She even says that they go to people’s places of work and do their tabligh. At the end, she told the Mayor and Ahmadi’s not to blame her for her reaction to disrespect.

He is an Ahmadi and he began speaking vs. Mara, he called it negative language. He asked to delay the vote. He alleged that there are 3000 Ahmadi’s in Bradford, less than 1% of the population. He mentioned 4000 Ahmadi’s in the surrounding areas + Bradford and 10k+ in the GTA.

Rizwan Mian, Chief Officer Jalsa Salana-2024 in Bradford, Canada
He mentioned that there were 5000 Ahmadi volunteers. He says that he met Coun. Peter Ferragine from Ward 5 in his office and discussed concerns about the previous Jalsa. He mentioned how Coun. Peter Ferragine from Ward 5 told him that Ahmadi’s were trespassing, and he asked for advice, wherein Ferragine allegedly advised Mian to put up a fence. He complained about getting supplies in Bradford. Most of his rant was unintelligible. He also said that Ahmadi’s are in Bradford to win the hearts of people, which is like a salesman type of line, and totally uncultured speech. He then continued to assert that the Jalsa-2025 is still happening and is asking for guidance. He said that the Ahmadiyya Movement hasn’t broke a single rule and has done exactly what the permits allowed. He alleged that the Fire Department had been to the event site 10 times just to make sure it was accessible. He even alleged that a permit was obtained for the newly built road.

He said other times there were lots of traffic too, stop blaming the Jalsa. He was also afraid to say AoA. All the work is done by volunteers. He commented on the disrespect that residents of Bradford have endured and mentioned how Ahmadi’s love Bradford. He mentioned the “Run for Bradford”. He mentioned how Ahmadi’s kiss up all the time. Love for All, Hatred for none. This is not a festival, not a party.

Safwan Choudhry
He was there (1:14:33 to 1:19:55 time stamp), on 10-1-24, the Ahmadiyya Movement showed up in full force to complain about getting denied. Safwan Choudhry mentioned how every single council member had visited the Jalsa. Safwan Choudhry hella kissed up and praised the Bradford City Council and begged them to change their decision on denial. Safwan Choudhry then mentioned that Ahmadis are persecuted, this is the persecution card, Safwan said that the Jalsa is banned in a few countries. Safwan Choudhry even said that Ahmadi’s have been murdered and their have changes to constitutions to stop Ahmadi’s from practicing their faith openly (what does that even mean, salat in the street?). Safwan Choudhry complained that Ahmadi’s aren’t even allowed to call their places of worship as mosques. In a CTV interview, Safwan Choudhry had boastfully said that the Jalsa Salana Canada in Bradford would be “on our own terms”, residents had complained about this boastfulness too. Safwan Choudhry then lied and said that he only said it this way because Ahmadi’s aren’t allowed to hold the Jalsa in “other countries” (he meant Pakistan). He even lied and called it a public event.
A few residents were upset about comments by Farhan Khokhar (Na’ib Amīr)(Vice President) wherein he said: “We have placed Bradford on the map”!! This was done in a braggadocio way and some local residents who spoke up about it at the City Council Meeting.

He is an Ahmadi and a resident of Bradford, Canada. He is backwards like the other desi guys. He is also a local office holder for the AMJ. He said that he doubts that the council is following concepts of diversity and etc. He said Ahmadi’s went door-to-door and invited the whole town of Bradford. He said traffic is not a good reason to stop this convention. In a backwards way, he said if it was a musical concert, no one would have said anything, but now it is like the sky is falling. He said he was in the military for 25 years, he knows how to manage traffic. He doesn’t understand how the infastructure in Bradford can’t handle 10k+ people gathering on a small parcel of land and how it affects the whole town. He said that there were undertones of racial and religious bias in the final voting. He said some of the people who commented were being racist.

Speaking on behalf of Andrea Carceno’s
Andrea Carceno lives behind the AMJ’s property. She has always treated Ahmadi’s with respect, she has even employed a few and has Ahmadi friends. She has owned her property for 10 years and her small business. She has experienced a loss in water pressure and is accusing the AMJ of syphoning water from streams and thus choking out the water supply in the local area, also via ponds and wells. She says that her water pressure has dropped 10 psi since the AMJ started working the land. She said that the AMJ violated the national Canadian Water Act and has photo’s to prove it. She also alleged that the AMJ has violated the Environmental Protection Act. She also says that the AMJ cut down 100’s of trees and forced the wildlife out and onto their neighbor’s property, thus causing a stir. She had to buy lots of equipment to combat the wildlife issue. She said beavers and groundhogs were digging holes all over her property. She also has problems with excessive birds and rats. The beavers and rats are also cutting electrical wires underground and causing huge problems. She also said it seems that Ahmadi’s had retaliated against her and has poured diesel fuel on her crops. She also said that members of the Ahmadiyya Movement had been acting like a Mafia and using scare tactics (1:29:50, this is also on tiktok and twitter). Interestingly, the Mayor stopped Dennis in the middle of his presentation. He seems to be totally aligned with the Qadiani’s.
Dennis says that he has been a resident of Bradford for 20 years and was offended by Farhan Khokhar’s (Na’ib Amīr)(Vice President) statement “We have placed Bradford on the map” (See 1:38:58 time stamp)!! He said Bradford was already on the map! He is upset. This is not a racial issue. He says the AMJ is turning this into a racial issue. One of his best friends is a Qadiani-Ahmadi. Dennis said that in the original application, members of the AMJ stated that they only wanted to hold this event, “once in a while”, not annually. AMJ said that this event goes all around the world. Dennis said that the Ahmadiyya Movement was supposed to return this land to its original state, growing potato’s and carrot’s. The Mayor tried to stop him again. Dennis said it’s impossible to alter the land after holding a festival for 25k+ people. It was disingenuous. Dennis said it took him 45 mins to go from work to him home in Bradford, on Sunday (the final day of the festival). Dennis said that it would take a helicopter to get someone emergency medical services. His daughter was almost hit by an Ahmadi. He was upset by the comments of Councilor Duhaney about his daughter. Dennis also mentioned how cellular service was non-existent for local residents. He said that the AMJ rented a cellular tower to offset this issue, however, did they ever get the permits? There was no signal! How do local residents call an ambulance? He said the noise levels were too high! This is not an appropriate location.

Raj Sandu is totally on the side of the Qadiani’s and he wanted this to go back to Staff. Even after this was denied on 9-17-24, he asked for another vote to send this back to Staff.

He didn’t understand why this was being referred back to staff when the vote had already been made to deny the Jalsa-2025. This is an application, and these people violated the contract. This council unanimously approved this event in 2023. The infrastructure won’t change. We want to help Ahmadiyya, the Town of Bradford can’t handle it.

Councillor Joseph Giordano from Ward-4
He says that sooo many people showed up! He is not in favor of the referral, staff has already given reports. I spoke to Ahmadi’s in the UK and their organization in their Jalsa. He said that the town of Bradford is not capable of supporting Jalsa-2025. Ahmadi’s said that this is the only place in Ontario where they can hold their Jalsa, this is a lie, misinformation. He mentioned that there is a convention center in Boyle’s Creek that can hold 100k people, why not use that? It’s barely 20 mins from Bradford and right off the 400. He also mentioned how “Dansview Park” is also available and it holds 50k people. Bradford has prime agricultural land. In the UK, at Tilford, it’s clay and thus, it is different. He wants the Bradford bypass built and a hospital to be built first. This event was a trial! One year only!

She apologized about the daughter of Dennis and her experience almost getting hit by an Ahmadi driver. She supports Ahmadiyya and wants this to go back to staff. She said that racism does exist in Bradford. She attended the Jalsa. She was given VIP treatment.

After the Jalsa-2025 was defeated, Ferragine had some additional comments. He said this is not racism or anything. The issue is traffic and the lack of proper infrastructure. He said he got 20 emails from residents against the Jalsa and only 1 for it. Traffic was a nightmare, roads were busy for many hours. He mentioned how the Mayor (James Leduc and Safwan Choudhry) said traffic was only delayed by 4 mins. The land was supposed to be reverted to it’s original state by July, however, this was never done. They ran cables underground! Was everything removed? Was all of this inspected? Sewage pipes were installed? At this point, Asif spoke up and interrupted and bothered Coun. Peter Ferragine from Ward 5. Today was the first time in 3 weeks that anyone from the AMJ had reached out to Coun. Peter Ferragine from Ward 5. Again, this is prime agricultural land. What crops could be grown before winter? Lots of aggregate concrete. Trucks were brought in and the topography of the land was altered. However, there were no site alteration permits issued. The fields were not tested by the proper agency. All of this was done without a permit. Again, the intention by the Ahmadiyya Movement was to continue to use this land for their annual Jalsa, however, this was never told to the council. He was disappointed that marketing was already being for the 2025 Jalsa, and without a permit. He also mentioned how Ahmadi’s have listed their property on Google maps on “Jalsa Gah” (Convention Center). He said that he read the comments by Ahmadi’s in the Bradfordtoday and was upset that they mentioned racism and etc. Traffic and safety concerns are disappointing to Ahmadi’s. The Mayor called the voting and denial as a racial issue. Safwan Choudhry even agreed that xenophobia and prejudice was involved. Permits were not properly followed.

He said that a few local businesses called him and they refuted the Ahmadiyya claim that money was spent with them, it’s a big lie. Trust is broken! Ahmadi’s spoke up from the crowd and interrupted.
