The Fred Dodd theory comes exclusively from the FBI reports (see pages 6–9) from March-1965 (scans are in the below) and 1959. However, amazingly, the FBI reports seem to be accurate based on newspaper reports

In 1912, it is reported that Fred Dadd, a New Zealander, but now a naturalized American citizen is learning the game of baseball (See the Daily Oregon Statesman Journal of Fri, Aug 09, 1912 ·Page 5)
In 1914, Fred Dodd has been selling sandwiches and Tamales at the corner of State and Commercial Street for many years. Mrs. Laura E. Swanson alleges that Dodd seduced her to leave her husband for him and promised fine clothing and high living, she is now accusing Dodd of assault (See The Capital Journal of Thu, Mar 05, 1914 ·Page 4). The trial of Fred Dodd, who is charged with assaulting a woman, is being carried on in Justice Webster’s court this afternoon (See The Capital Journal of Fri, Mar 06, 1914 ·Page 8)
