They are non muslim. Those outside of fawq-Al-Īmān just have the rights and are named “Muslims” under the state. Their “Islam” is superficial. Denial of 1 messenger is equivalent to denial of them all. This is a principle we learn in Surah 26 again and again. A munaafiq, someone who hates Allāh and his Messengers, if Dhaahiran he claims Islam, we will still call him Muslim. Although he is not one. Likewise, rejectors of the messenger Mirza Ghulam Ahmad (as) may be called Muslim, although they are not. If fulaan rejects Musa (as) being a prophet. Is he in truth a Muslim or a Kaafir? This should make things clearer for the ‘Awām (general public), InshaAllah. In my humble opinion, let’s agree to disagree. Allāhul musta’ān. Assalamu’alaykum warahmatullahi wabarakatuh.
