Intro
In 2014, a press conference this morning at the German headquarters of the Ahmadiyya community in Frankfurt am Main. Abdullah Wagishauser, the chairman of the Islamic religious community, which has around 35,000 members in this country, speaks of the fact that the SWR and the Spiegel have carried out “sensational reporting” on Ahmadiyya. The media had reported on allegations that the Ahmadiyya headquarters were systematically exploiting Pakistani refugees. And they do so by charging high prices for certificates that have to be presented to German authorities in asylum procedures. Ahmadiyya chairman Abdullah Wagishauser defends himself against this accusation:

“These reports are likely to severely damage the good reputation of the Ahmadiyya community, and they also affect every single member.”
“Report Mainz” had reported on so-called “confirmations of religious commitment” issued by the Ahmadiyya community. This allows an asylum seeker to obtain recognition from German authorities. Amounts of up to 3,000 euros were demanded by the Ahmadiyya headquarters in Frankfurt am Main for such certificates, according to the TV report:
“Authorities and courts attach importance to what the municipality certifies. This gives the congregation a lever of pressure against its members. It is recommended to make large donations; if you don’t pay it or don’t pay it in full, you usually get a negative certificate.”
Ahmadiyya chairman Abdullah Wagishauser rejected this accusation today. Ahmadiyya has never been investigated in connection with criminal machinations around asylum procedures. Investigations by the Darmstadt public prosecutor’s office a few years ago into possible illegal smuggling of refugees from Pakistan to Germany were directed against private individuals and were finally discontinued in exchange for a monetary payment, according to Abdullah Wagishauser:
“So the Ahmadiyya Muslim Community has never been investigated. There have been investigations against four people from a family who helped some members of their family in their circle of relatives to apply for asylum. So there was support, they were picked up somewhere and brought there, but nobody enriched themselves.”
“The donations are regularly collected there”
The Federal Office for Migration and Refugees in Nuremberg, which is responsible for asylum procedures, is currently investigating the allegations against the Ahmadiyya community. Christoph Sander, spokesman for the authority:
“The accusations against the Ahmadiyya community are that targeted smuggling to Germany is taking place by the religious community itself, for which donations are later paid. The same applies to the accusation that certificates of dubious truthfulness are issued.”
Samina Khan is a member of the Left Party in the district council of Offenbach and has a Pakistani background. She criticizes the fact that the Ahmadiyya community is already taking money from Pakistani refugees who are still living in asylum seekers’ shelters:
“I know from many asylum seekers’ homes here in the district of Offenbach that Ahmadiyya functionaries regularly go there and collect money. The donations are regularly collected there, and people who already have little – Asylum Seekers Benefits Act – these are not high sums, if they then have to give up some of it, then for me that borders on human rights violations.”
Ahmadiyya chairman Abdulla Wagishauser does not deny that they are already taking action in the refugee shelters. But asylum seekers who cannot pay a normal membership fee of about six percent of net income pay less on application, according to Wagishauser:
“And then it is also the case that they take part in events and then they will also get involved with donations. This is a completely normal process of integration into the community.”
Although the Federal Office for Migration is still examining the allegations against the Ahmadiyya community, a consequence has already been drawn for the decisions in the asylum procedures, according to authority spokesman Christoph Sander:
“We have sensitized our decision-makers to the fact that, in view of the allegations – regardless of the certificates presented – the reasons for persecution should be examined more carefully.”
The well-known SPD politician Lale Akgün already demanded in the television report of “Report Mainz” that the authorities in this country take a more critical look at the Ahmadiyya community, which is involved in the training of Islamic religious teachers for state schools in Hesse.
